Instructions

  1. Mix flour, sugar, yeast, and salt in a bowl.
  2. Add warm water and knead until smooth.
  3. Let the dough rise for 1 hour.
  4. Cook the beef brisket in a slow cooker with soy sauce, hoisin sauce, and broth for 6 hours on low.
  5. Shred the beef and mix with chopped green onions.
  6. Divide dough into small pieces and roll into circles.
  7. Place a spoonful of beef in the center of each circle.
  8. Fold the dough over the filling and pinch to seal.
  9. Steam the buns for 15 minutes.
