Ingredients

- 4 cups mashed potatoes

Instructions
- Preheat your oven to 400°F (200°C).
- Heat olive oil in a pan over medium heat.
- Add onions and garlic, sauté until soft.
- Add mutton, cook until browned.
- Stir in carrots, peas, and tomato paste.
- Add broth and Worcestershire sauce, simmer for 10 minutes.
- Season with salt and pepper.
- Spread the mutton mixture in a baking dish.
- Top with mashed potatoes, spreading evenly.
- Bake for 25-30 minutes until golden.
